STEP 1 - Open the photo
I will use this flower for this tutorial, but please feel free to use any photo you would like. If you don't have a photo to use right now you can use the one in figure 1.
Open PhotoShop and open the photo you want to use. If using this flower you can copy and paste it into PhotoShop from here.
OK, now you should have PhotoShop opened and have your photo ready for editing.

STEP 2 - Duplicate layer You need to duplicate the layer, Click the flower layer and drag it to the new layer icon on the bottom of the layer palette.

STEP 3 - Cut the edges... Make the top layer (layer 1 copy) invisible by clicking the little eye icon. Then select layer 1 and using the marguee box tool drag a square selection around the flower. Hold down shift while dragging to make it a perfect quare.
Once the have the selection you need to inverse it.
Go to Select, inverse, then hit delete on your keyboard. Deselect all (Ctrl -d).
You now should have some white (empty) space around your photo like figure 3. We need this space in order to do the edge effect.

STEP 4 - delete edges from layer 1 copy. Ctrl - Click on the layer 1, which will make it a selection. Then click the next layer, layer 1 copy. Go to selection and then inverse again and hit delete on your keyboard again.
Your layer palette should now look like figure 4.

STEP 5 - Add the effect. You will now add the effect to the first layer (layer 1).
Hide the top layer (layer 1 copy) and select the bottom layer (layer 1). Your layer palette should look like figure 5 now.
Now select Filter, Distort, Ripple.
A Ripple window will pop up like figure 6. Adjust the settings to your liking or like this one.
Click OK, and your flower should look like figure 7.

STEP 6 - Finishing the effect. This is the end my friend.
Select the top layer (Layer 1 copy). Your image should like like figure 8 and Your layer palette should look like figure 9.
Now select the eraser tool like figure 10.
With the eraser tool selected select a size 65 soft rounded brush and then paint the edges off of the top layer (layer 1 copy).
That's it, you can now flatten the two layers together add a drop shadow and render. The final image is below. You can use this technique for all sorts of effects, play around with it and have fun.
