Create a new image and create a new layer (call it background). Press ctrl A and fill it with black. Then press ctrl D.
Create a new layer (name it shape). Select the text marquee tool and type the text you want to work with (I choosed font IceageD size 200). Fill it with white.
Now duplicate layer shape (name it glow) and click on the indicate layer visibility icon (The eye on the layer box). Go to Filter/blur/gaussian blur (I choosed Radius 4.5 for this example).
Now hold ctrl and click on the layer shape, this will just show the marquee selection of your text and press ctrl X
To make the glowing whiter just duplicate layer glow and merge the layers down.
