 Create a new image (the size you want to) and create a new layer. Press ctrl A and fill the selection with a light color (I choosed light grey for this example).
 Don't deselect your marquee selection. Go to Filter- Noise- Add noise ( I choosed the following values for this example. Amount 19, Gaussian and the monochromatic option checked).
 Then go to Filter-Texture-craquelure (Crack spacing 25, crack depth 6, crack brightness 9). Press ctrl D to deselect your marquee selection.
